OTC Model Rule for Adhesives and Sealants – Effective 1/1/12

On May 17, 2011 we published a Technical Bulletin informing our customers about the Ozone Transport Commission (OTC) Model Rules for adhesives and sealants. These Model Rules regulate the Volatile Organic Compound (VOC) content found in adhesives and sealants used in the roofing industry. Specific language within state-by-state regulations may vary slightly, but the OTC Model Rule generally requires that adhesives, sealants and primers used in those states contain a maximum of 250 g/L of VOCs.

This bulletin provides:
  1. A summary of the 2011 and 2012 effective dates for the states adhering to the OTC Model Rule.
  2. A list of compliant adhesives, sealants and primers available from Firestone Building Products.
  3. A notice that effective January 1, 2012, Firestone Building Products will not ship any noncompliant products into these regulated areas.
     
Starting January 1, 2012, in order to comply with the law, Firestone Building Products will not be able to ship any non-compliant products into the regulated areas.

The following chart is still in affect and has been recently updated to reflect some recent changes by the state of New York.
 
The following Firestone products contain less than 250 g/L of VOCs and are in compliance with the OTC requirements referenced in this bulletin:
 
Please note that restrictions for bituminous adhesives, primers and sealants are applicable year-round and are currently in effect within all states regulated by the Ozone Transport Commission. Please make sure you’re aware of these Model Rules, the state-specific rules and the effective dates as outlined above. Only compliant products should be sold, offered for sale and/or used as described within your specific state’s regulatory requirements. Contact your Firestone sales representative for further information.

  6. User agrees that all rights in the Materials inure to the benefit of BFS.
  7. User agrees that it retains no rights in or to the Materials.
  8. User will not use the Materials outside of their intended purpose as stated in this Terms of Use.
  9. User will in no way disparage, defame, derogate, or otherwise degrade FSBP and its related entities, its products, or the Materials.
  10. User agrees that it is solely responsible for complying with all legal requirements relating to any advertising promotions.
  11. User has read and agrees to abide by all of the rules and regulations set forth in this Terms of Use Any failure to follow said rules and regulations shall require User to immediately cease use of the Materials and, at FSBP's request, either destroy or return any Materials. User shall be liable for any claims and/or damages to FSBP and its related entities.
